He previously served as a school principal, Secretary-General of the IFP, Mayor of the Big Five Hlabisa Local Municipality, and Leader of the Opposition in the KwaZulu-Natal Legislature.\nCOGTA is finalising a landmark review of the 1998 White Paper on Local Government to address municipalities’ structural, financial, and service delivery challenges.\nThe Minister will address the Cape Town Press Club on how local government reform will solve our water, electricity, and sanitation crises.
